Approx cost for 30KW roof mounted solar panel cleaning ~ 4m eaves?

Partly depends , do you supply the lifting gear? Such as teleporterand man cage?
Then around £1 - 1.50 a panel
Lay out of panels makes a difference too site access etc.
Have a ring round local window cleaners for those with pure water and long brushes
It is an easy earner for them but many prefer households and cash.
I wash my own 8 kw roof panels with a small pump and rain water and 25 foot brush.
Although about 4m eaves have good access with tower scaffold
I also add a little glass cleaner to the mix and alway doit on a dull day

I've seen the advisories to use pure water, but how much damage can a splash of tap water really do?

very much depends on how hard it is. you will get a lot of evaporation very quickly on a hot day and that will leave a solid film which will get worse over the years.
Collecting rain water is very easy and that is what I use with a splash of detergent.
