no april to march i think 18-19. i thought the 13th payment was a 3rd of the cut that went into the communal fund if thats what its called.
Jan to Dec 18 is correct. Nothing will go into common capital ( "communal fund" as you call it) or individual capital this year, it will all be be paid out as 13th payment. Payment will be based on constituents. I think you are very confused on the 13th payment. The 1/3 to 2/3 split in capital is normally after the 13th payment is paid.

No arla milk year is jan-dec so it will be paid on all milk produced to 31 dec.

I think technically the 13th payment is the proportion of the retained profit that the bor decide to distribute to farmers. It is simply looking as if this years 13th payment will be larger than normal
 
And that's why I don't think the rise in Veganism is a massive worry. That video has been there 1 hour and has 90000 views and 500 positive comments. The vast majority don't give a sh!t about all the anti meat and dairy propaganda.

Veganism will rise, and is here to stay but it's still a tiny (but noisy) proportion of the population. And of course the BBC
