Payment will be based on constituents. I think you are very confused on the 13th payment. The 1/3 to 2/3 split in capital is normally after the 13th payment is paid.no april to march i think 18-19. i thought the 13th payment was a 3rd of the cut that went into the communal fund if thats what its called.
