Is cutting down the only cure?
No, some recover a bit . We had some last year which looked real bad , this year they have more leaf on them . I think i am right in saying you have had a dry summer and Ash trees like it wet which is probably why some of ours look better.
They can be dodgy to fell and any leaners will need to be strap cut but Ash are notorious for barber chair.

We had two big ones felled in the winter which had died completely, over 5 years. When they hit the ground all that was left was the trunk, branches exploded like balsa. Be careful.
We did a load of big ash along a road. One that looked reasonable (but we decided to take down anyway) did the same as you describe. The only clearing up to do was with a leaf blower. You would not believe it unless you saw it happen, it was like glass shattering.

This is the serious worry with taking down diseased ash trees as the branches are just so weak and unstable that they just drop and have the power to cause death below.
Our local council have got on and cleared roadside ash trees quickly while they are a little bit safer.

Lots of the big ash trees here were looking completely dead last year and I would have set about felling them if they had not been away from anything.
This year they have thrown new shoots from everywhere except the extremes and are looking quite good.

Seen exactly the same around here. Trees that were looking totally dead three months ago still look shocking but have greened up from nearer the trunks
