EA say they're going to enforce a rule. Then give a derogation.

Makes one wonder what the point was of expending all the energy.

I surmise that they now realise that they decided to enforce the rules at the completely wrong time and without enough staff to enforce it?!

Does it refer to this Autumn. No mention of a permanent derogation? Need much more clarity on the longer term intentions of EA in so far as enforcement concerned. For this Autumn I suspect many folk would have just got on with it anyway. So a derogation seems reasonable to prevent eg on face as EA are faced with potentially many transgressions. But I am more interested in the longer term intentions.

I just don't understand their logic on this ban.In the autumn our drains are dry, after the summer,and rarely start to run until November.In the spring and through to early summer the drains are running after winter/spring rainfall so I would think, logically, autumn would be the best time to apply manure with a definitive cut of date of say October 31st giving time for the crop to absorb the nutrients before winter sets in.Personally I wouldn't allow spreading until,at least the end of April.
Or am I missing something ?

It’s a real shame they have got one for this year the fallout if none of them could have spread would have been much better than a cop out
EA only interested in penalising the low hanging fruit. Mr Arkwright with three cows will get the bollocking for spreading one day early whereas watercos will be tipping and spreading on plenty of land. Although I'm sure they never spread before unsuitable weather or on land with already high indicides.

The water boards couldn’t spread above index 3 before all this malarkey kicked off. And they have a louder and unified voice with the EA.

I think it is important, indeed I would urge everyone to tell the EA that they are using this RPS otherwise next spring they will shrug their shoulders and say it isn't affecting many farms so we can press on and ban outright autumn spreading beyond crop need. I sent my email this morning, if everyone informs them that they are using the RPS perhaps they will see sense?
I absolutley agree with this.

Here's a few nuggets I've gleaned recently;

MANNER is accurate to +/- 20 kg/ha
A crop of winter wheat will release up to 60kg/ha Nitrate-N when harvested.
The 5kg/ha figure is that which leaches out of old FYM. Nothing more, nothing less and not indicative of at what point Nitrate-N leaches out and causes 'pollution'

As has been mentioned before, the RPS makes use of the word 'significant pollution', that's quite an interesting point for case law I imagine, as to what constitutes 'significant pollution'.... I'm not condoning throwing stuff about willy nilly, but there needs to be a holistic view of the application of manures etc to soils.
