i have 4.8 acres which i want to move on, to enlarge my holding.
do i need planning for a new access, barn and temp static home.

Will all depend on how large your existing holding is. If your total holding is over 5Ha then you may have Permitted Development rights.

Under PD you may errect a building suitable for the needs of the holding as a whole on a parcel of land that is at least 1Ha. You can also install an access track. Both will require you to submit a Prior Notification application to the council and justify the 'need' and one question you may get asked is why on this piece of land and not on the rest of the holding.

As for a mobile home, unless it is for less than 28 days use a year it will need Planning Permission and unless it is within the Limits of Built Development then it will be a very hard battle.
