A flat roll is probably higher on the list of importance if you have to choose. We have a set of cousins sidewinders with breaker rings and they are great for quick consolidation and an extra crumble pass on a reseed just before the drill/Harrow. Flat roll is most important after and wouldn't consider rings as good for the final roll.

On poached ground rings and crumbles are ok but don't make it nice, it's still lumpy as feck but not as sharp if you get what I mean. Breaker rings help stop mud from clagging the rings but that's about it to be fair. A flat roll would be best bet as unless ground conditions are perfect you won't be getting that important seed to soil contact between the rings. If it's soft enough for rings to do any good then your breakers won't be breaking and if it's dry they won't do much breaking anyhow but then neither would a flat!

In ruts I can't see a set of rings moving enough ground to fill them in sufficiently. Maybe make them look better by knocking the sharps off the top but that's it.

Don't know if that helps but that's my experience.
