Blackgrass in cover crop options

Spoke to the RPA today about this at Crop Tec, their view is no intervention is allowed with sheep or sprays/topper until Jan 16.I would be allowed to hand rogue any heading blackgrass though !!
so, this is the reason why not to apply for this programs & do what is needed and be your own boss.
Question is: is farming a business or a "subsidy taking".

only can speak for myself.
Had today a call from a farmer which said: bean drilling was perfect in early Feb, but because of the cover crop programme I was not allowed to do it, as I have to let the crop stay till a later date. When I was allowed to go into the field it was sodding wet and the beans where a failure.
I didn't ask him or direct the talk towards this but he said at the end: I will not go for this programs as they are not helping me.
there is a way for every farm & a small size is not the hindering point for not making enough money to support a family.

We are allowed in on EFA crops from 15th January 2016, so either sheep or glyphosate will follow depending on crop growth etc.
