You mean they got compensated for not being able to supply their customers through no fault of their own after following government policy? And?

More to the point, its not 'the government' who is paying anyone, all this money comes directly from consumers, ie everyone, via their energy bills.

Yes.
And in Germany (to quote just one country) so much overproduction has come from their squads of windmills and miles of solar, offered in short bursts, and not necessarily at times of high demand, that not only do power companies pay over the top for this 'green' power, they have had to pay other countries to take it.
Too much power is overloading the grid.
