Listened to a bit, Grimshaw definitely on the defence and the committee pressing him for dates for 2016 payments. Apparently 93% will be paid by end Dec and the rest by April. Those with late payments will be contacted and told they will be paid late. Impressed with the committee and their knowledge of the problems and cock-ups with the 2015 payments, including wrong fields/crops etc which was the fault of the RPA

Ok, had a letter today from the RPA .. 2016 claim writing to let you know we have had to reject this part of the form, young farmer top-up, because we haven't had any supporting evidence:confused:(n) Christ were are we with this:(

Ring up to see whats going on... I'll have a look, i cant do it straight away as i need others of my team with me?? could be a couple of days or something like. Rings back when i'm out on a blowy hillside. yes it seems that you have not given any supporting evidence and your claim has been rejected.. wait on i have done everything you've asked? I was ringing you the other month to see to see what further evidence you need? was there a deadline on qualifying nothing seemed to be happening, and your guy said no i'm on a list to be looked at and if they need anything they will contact you by phone or in writing. But it looks, well i'll be honest the 2016 claim is gone?? what? Why? Whats happening..getting a little strained.

Look i have no info with me but i submitted my claim for young farmer top-up nearly 2 years ago.. i submitted my form and an inspector came out and checked it was right.. i have rung to see if you wanted anything else since the stuff you asked for, a passport, something else? and accountant stuff was fairly random.. (if you want to apply strict rules why have such non confirming evidence, oh and then need a group to interpret it:wacky::mad:)

(i had done) look i honestly dont know what i have done but if you say so, but you can see the confusion i've given you all you've asked to qualify for farmer top-up and you have had that since spring 2015 and i'm completely in the dark, you havent done anything about it, i've rung you to find out if you want any further info as its fairly straight forward, i became head of holding since my dad was given 6 months to live, i am head of holding because the head of holding is dead.. i wish someone else would be head sometimes with all the sh*t, borrowing, dilapidations, free work, feral nasty lying locals who only similar would listen to;) putting off having a family etc etc etc... so your saying you have had my claim for top up since spring 15 and its soon spring 17 and you havent asked for more info or made a decision but you contact me to say i wont be qualifying for it for 2016?? because i havent supplied additional info which you wont take for my 2015 claim.......!!!!!!! She rang me back but.. phewww. What a job.

RPA letter this morning saying they aim to start paying on the 1st and pay 90% by the end of Dec '16
just checked online and claim status has gone from validating to open ....
so hopefully that's good !

Presume it's your 2016 claim that your talking about?

Just to rub salt in the wounds the RPA have told me that because my 2015 claim has not been settled I will definitly not be in the 90% getting their 2016 payment in December.
They have had my claim since May 2015 and are still incapable of explaining why I have only received 50% of what's due, they don't answer letters, emails telephone calls - a law unto themselves - how the hell are you supposed to deal with these people???

You don't deal with them, they just talk at you like they are god and it'll get done when it gets done. Least you've had 50%, I couldnt find anything out at all about mine they just tell me the central team will call me they never do !.

As far as I'm concerned it's my money, I have provided evidence to them in the form of my claim that I am due the money, they have had 18 months to tell me why they diagree yet can't or won't.

The only logical conclusion I can draw is that they have f##cked up big style and are busy trying to put together justifications for their actions.

As I understand it there are a few thousand in a similar position - maladministration on a grand scale.

To be fair to the RPA - there are clear instructions about re-applying for the young farmer payment in the 2016 payment, and yes you had to re-claim, but it was something simple.... I nearly missed the instructions, but then as busy farmers we aren't reading every single line.....

You would have thought they would know your age and simple add a year - but apparently it's not that simple, because you have to confirm your still active and that it's your main source of income etc etc.... or something like that...

The Young Farmer payment is an annual item. And at Part G of the 2016 form was a box which had to be marked to submit the 2016 claim. Then supporting information had to be supplied, although the guidance notes stated where a successful claim was made in 2015 a simple letter could be submitted stating no material change. I suspect if partg G box was not ticked then it maybe the 2016 claim will not be allowed, but if that was ticked and it is the information that is needed this can be submitted later - ie now if asked for by RPA.

It was surely a cruel deception by the NFU to claim that commons payments for 2016 would be the first in the queue this December when the hangover from 2015 payments is still unresolved and the nightmare of the 2006-15 shortfall is, as we have been told, not to be put to bed until mid-2017 at the earliest?

It can't be done, and I've told my bankers they'll have to wait until June again.

Well my nieghbours with a similar size farm have now been paid all their 2015 and 2016 payments while I've had just half of my 2015 payment a difference of many tens of thousands of pounds - hardly a level playing field!

Really starting thinking we would be better without subs, after all I'm getting by and if the playing field was levelled I think I'd do even better.

To be fair someone at the NFU needs to get there head around the Young Farmer payment this year - it's potentially a section of agriculture that needs the money - the online form didn't have any instructions about re-applying in 2016 if you qualified in 2015, and now the RPA (who don't have a good timeliness track record) have taken a firm stance on the dates to receive a very wishy washy 'No Change' letter for re-claimants.

Whilst it sounds like the computer is crunching out far more payments so far this year - there are still a few creases in the RPA canvas that seriously distort its image and hurt there customers (and the Young Farmers are going to be customers for a long time!)

I think if you challenge submitting information late - the RPA must accept it just state stress around waiting for the 2015 claim as the reason, how can they possibly argue that?
 
I bankrupt my business over the 2015 fiasco, the RPA told me I could claim and I borrowed money to buy entitlements and pay my agent etc. I knew I wouldn't get payed till sometime in 2016 and allowed for that, but I did expect to have it before harvest. I didn't get it before harvest and subsequently harvest for me didn't happen, this left me in tbf a proper ffuking mess. It got so bad I was getting quite ill with stress etc etc, it's all over now as I couldn't get an answer out of the @RPA so I ended it as I just could take no more it would of killed me.

Nightmare for you - sorry to hear that.
