Building regulations.

Does anyone know if applying for full planning permission for an onfarm building (although not strictly agricultural in use), will mean compliance with full building regs? The building will either be steel frame or wooden.

Two completely different things. Planning approval only grants permission to build - planners only concerned with how a building looks. Building Control go into the detail of the actual building and this in turn is dependant upon the use of the building. Two separate applications I'm afraid.

its all down to what its being used for if its storage the rules are less stringent , you may struggle with planning permission if its not for farm use. I would do full planning for a farm use if you can then do a change of use after, this is more difficult with 28 day notice as change of use is not permitted and if you want to use any permitted development rights this 28 day notice bars there use for ten years so go full planning is the way .
