Buying used turbine with Rocs in ni

I was just thinking about some of the people who put up turbines and have discovered their site is under performing.
Could these turbines and more importantly the roc agreement be moved to a more viable site subject to planning obviously.
In n Ireland for ref.

How do you get a new grid connection for it? Nie won’t want it. Also on this topic if you can move wind turbines with the rocs would that mean solar panels and accredited gas engines also qualify?
