For a full artic load you could try and deal direct with the Lafarge cement works at Dunbar.

Also try a largish builer merchants for a quote for a direct load. Their buying power sometimes will be greater than yourself. We could buy blocks from the merchants as direct loads cheaper than the suppliers were quoting!!

As a comparison our local were £3.58 + vat a bag last week for a pallet!! Gone up about 40p since this time last year

For reference I gave £3.39 + vat per 25kg bag for 2 pallets delivered from my local builders merchant. Travis Perkins, in same town, wanted £3.70,ish per bag. Have had it cheap from B&Qs and Wickes before now if buying a pallet.

They are part of the Lafarge group and sell various grades of cements in small bags or 1-1.2t bags

Quinn's of Ireland will deal direct and should be about £100 a ton depending on delivery

BMR seem to have dealings with all of the main merchants. Might save £ and be easier to buy on your ring account than with a company you have never dealt with before??
