Most probably for sale because those bottles are from the Stone Age and can't be swapped in for full bottles anymore....

acetylene is air products bottle isnt it?
can still get them swapped in for full ones, though its getting harder!
plus its possibly half full,

It's an air products bottle from like 1980s though same as the oxygen, if you took them to be swapped they'd ask a lot of questions on where you'd got them from and then charge you for new bottles....

Air products scan their bottles in and out, theoretically knowing where every bottle is. Those bottle probably predate the invention of the bar code.....
