cleaning metal diesel tank

what's best to clean a metal diesel tank prior to repainting .
old paint was a bitumen type painted years ago , it's now flaking in places ,down to red oxide in some places .
too idle to get wire brush , is there a quick effective way to prepare it .

Pressure wash it, paint roller, thick paint and plenty of it. Good enough!
