They probably see it as far better to go after welfare and benefit scroungers and clawback a few quid and excite Daily Mail readers, than try their luck against big money crooks and fail . These people can always afford the most able accountants and lawyers and always have done. HMRC never stands a chance.

It is a fact that British courts are notoriously bad for convicting any fraudsters. Most large scale tax evasion comes up against a jury unlike benefit fraud which comes before magistrates, who are far more likely to convict, although of course sentences are normally laughable.
There have though been succesful cases bought against several large scale evasion schemes run particularly in the media industry.
