Concrete/floor sealant

Looking for some advice. We have a stable block on the farm the basic construction of which is concrete panels sitting on a concrete base. In wet weather, which we've had a lot of lately, water seeps in presumably through the join between panel and base. It's quite bad in places. What is the best thing to seal this gap with? Some black stuff (bitumen?) has been painted on at one time but obviously hasn't been that effective. Any ideas?

I am using Gorilla sealant.This sealant is completely made of silicone, so you can be sure that it is completely waterproof. All-purpose and versatile sealant, making it great for household and boat repairs.
