Can anyone tell me how much ballest and cement I would need to make 1 cubic meter of concrete ?

A cu Mt concrete weight 2.5 tonnes.

To be anywhere near the strength of readymix, I bet you will need 350 to 400kg of cement and a couple of tons of ballast.

Edit as far as I’m concerned there’s only one size bag of cement but you have to check ?

That's more like it - the 350-400kg per metre is way overkill. We usually make 6, 7 or 8-bag mixes, a pecker just bounces off the latter. There is 'pan mixer tolerance', though - extra bag in first mix; 1 or 2 extra to dry up a wet one.
