Doesn't stop them leaving wrapped spoiled bales to disappear into the ground though

Wasn't there a levy on plastic wrap years ago (showing my age here). But it was voluntary not compulsory so only some companies did it. Not surprisingly they were then more expensive and they stopped doing it after a couple of years.
