Why do you want to drill small seeds on ploughing , without knowing all the facts that's sounds odd , at the low end a vicon wagtail would do a perfect job , or the high end a Tyne Harrow with a computerized Seeder fitted , drill would be my last choice ,
Suppose it depends what's in your cover crop

I’ve just adapted my short discs do putting my covers in and had some really good results.

Suppose it depends what's in your cover crop
It's for a customer who wants to keep soil in good order by using half their available area for a specialist application, and cover crop on the other half . It is odd but it's what they want to do,
Oats first (on ploughing ) then phacelia into oat stubble. They are experimenting and aren't bothered by cost.

If cost is not an issue then an Erth Drill will drill anything and built like a tank , no 1imo
