Cover crop recommendation

Last year I put in mustard, oats and Phacelia after wb and direct drilled spring beans in. Topped half didn’t top the other half. Result of that is topping was a waste of time and money.

I am putting in a mix of buckwheat, hairy vetch, forage radish and linseed, to be followed by spring oats. Hope the cover crop improves the effect of the oats as a 'break' crop.
Hope to justify cost by benefit to rotation etc.
