Met a local farmer down the pub yesterday lunchtime.

In recent years, she's been a leading light in, and had several awards for, development of environmental stewardship, conservation and diversification projects.

Major new scheme starting on 1st Jan 2022 but no approval being forthcoming, capital works can't yet be started.

She is now considering putting all the wild bird mixture/flower rich margins/nectar mix/beetle banks acreage into spring cereals to finance loss of grant on the fencing needed before spring turnout.

Has to take a Y/N decision by 15th March at the latest

With the price of grain having gone up so much, we are seriously contemplating telling NE to shove it and plant cereals instead.
That will men ripping out the 20% of this farm that is in AB1, AB8, AB9 and GS4’s

Bearing in mind 2022 BPS applications are about to be sent our, how can we fill them in if we don’t know whether or not we are in a CS /MTS agreement or not?

Why on earth are @Janet Hughes Defra and her team even talking about ELMs when Defra/RPA cannot even deal with the already existing agreements?

I was just speaking with my CS advisor who pointed out that Defra/RPA have frozen out many Agents until they have added certain bits of information.
Such as what type of business the claimant is, ie farmer and if it is a Ltd company, what is the Companies House registration number for the business.

Without this, nothing ain’t going to happen and you won’t even be able to get into the View Business section.


My advisor managed to talk to somebody at CS, who said that there were 7000 more NEW applicants than they were expecting, which is causing the delay.

If I was most of them, I’d tell them to Foxtrot Oscar!
I’d certainly think very hard before signing this year’s agreement. My sums show it is very debatable as to whether or not it is worth doing at current crop prices. The only worry is the fertilisers to grow the crop or the Roundup to destroy what is there now. But if you’ve been in CS on that land for the past five years, how much fertiliser, if any, do you need after a sometime like high clover/Nectar crops?

If you have just finished the 2nd year of a 2 year AB9 Wild Bird Mixture, it has plenty of Kale growing in it and you cannot get Roundup, to spray it off and replant, why not just leave it?

Just been told our CS application has been rejected because it didn't arrive by the 30th July deadline. It was with them on the 10th July 2021 and it's taken them till 1st March 2022 to reject it for being late!!!!

I smell BS!!! Are they now realising that they aren't going to meet their targets (again) so they're just arbitrarily rejecting applications to get them off their desk @Janet Hughes Defra?

I can't understand how a government department can be so paralysed by utter incompetence as the RPA seem to be. If it wasn't so serious it would be hilarious!

I’ve made contact with them as I’d heard nothing about my CS renewal , their admission was that as it involved a transfer in it was awaiting the team ( person ! ) to complete the transfer first, all the new parcels were transferred in prior to the CS application last May…

Had an RPA email telling us that our Woodland CS would be offered as a mirror agreement, subsequent conversation with the Forestry commission revealed that our agreement wouldn’t be mirrored and would need a new application

The thought of stacking a fledgling and developing ELMs/SFI on top of BPS, CS, Woodland CS and capital grants is about as appealing as serving up a bowl of cold sick

I really don’t see why that should make any difference. The extension doesn’t alter 2021 in any way. @Janet Hughes Defra can you please explain what I’m missing here, I’m feeling more than a little miffed.

What do people do about this. Our agreement started 01.01.21, have done the options and are awaiting our first payment for CS. Not knowing exactly what we are going to get, do we put it down as a debtor or disregard it for this financial year?
I imagine this happens a lot!

I had this with my first 2 payments in 2018 ended up not allowing it in the accounts for the year
farm as a company so makes no difference to tax rate

if you are sole trader or partnership you need to be careful not to get 2 payments in one tax year and paying higher rate tax

Just got another e mail today basically saying " we are still working on your application " blar blar blar !
Same here and still the same standoff with capital works.

We now have to decide whether to do the most needed works without the capital grant (at huge extra cost due to the 6 months delay) or to cancel the whole scheme including management options.

Either way we go the application looks like costing us £30k cash this year- either from works we could have done much more cheaply or from land we could have used much more productively.

Blimey! If I smoked a pipe, I’d have bitten the end off of it!

Actually received our offer today.
RPA seem to have deleted all the land that cannot be used as Rotational options for some reason, but never mind.
Have signed the DECLARATION 1 - Acceptance agreement and sent it back.

Unless you don’t want to accept it, you must be careful NOT to sign and send back the DECLARATION 2 - Declaration of Rejection, which is easy to do and send that back too!

I know with what is going on in the world at the moment, many might be considering abandoning CS, but if you have land that is questionable as to whether or not it can grow a decent crop or not, I still think it is better to proceed with it.
