Cultivating tussocky hill ground?

I want to improve some really, seriously rough, big tussocky "white" hill ground. Just get rid of the Molinia and get some sweeter native grasses back into the sward. Thin mineral (peaty type) upland soil.
Plan to spray it off in June, then graze it down to the bone with cows, then very shallow disturbance to create bare ground, then in August, broadcast grass seed I've harvested from my hay meadows and roll with cambridge roller.
Anybody out there done something like this before? Advice?
What machine would do the shallow disturbance? Tine Harrows? Power Harrow? Pig tail cultivator? Rotovator? Only flail mower needed?
Machine must be light (I don't want a massive lump on the back of the tractor going up the hill track!)
Any thoughts, ideas, suggestions?

Would a disc not be a nice job plus it cant be damaged the same by big stones. Take it its to shallow to plough? Always think its betr to turn the furrow when reseedin. How do u grow ur own grassseed?

Yeah, too shallow to plough.
The seed from my hay meadows is commercially harvested and sold (They're very diverse, SSSI wildflower meadows), so I can just get as much seed as I want from the contractor who harvests the seed for me.
