Dairy electrics advice

Installing a vacum pump with an NFO drive and VPC. My electrician is wiring everything up but is confused as to what the motor protection in the diagram attached needs to be. The dairy engineer told him its a contactor below the NFO bypass switch but the diagram says fuse protection at 4.6 Amp. Can anybody enlighten me as to what the area circled blue represents?

Have figured it out now 👍. Switch over top and bottom (isolate supply from NFO. Starter and fuse at 4-6Amp per phase with thermal overload protection between the switches. Hopefully this 2.2kw starter below will do the job.
