i think i would be inclined to use yer plate, drill it to be able to bolt to the hub then weld the plate to the wheel. getting central before of course. few short beads would be string enuogh and not distrort the wheel like a continuous bead all dine with the tyre on the rim......
sort of job i like :D

Looking for a arm / bracket from depth turnbuckle to the wheel assembly round bar .
I have one on another plough but then have to share . About 12" long pin one end, clamp bolt other. Probably cast . One on spare looks home made
Got the spacer plasma ed out.
