The principal is seen, to a degree, in US Congregational mid-term elections. I think that if an evenly scattered set of seats were up for election, it would serve two purposes: give Parliament a fair idea of what the country was thinking on an annual basis and keep MPs on their toes. The major downsides to it would be that there would be more elections and it could lead to governmental instability. I'm keen on PR too, with the caveat that referenda results are binding on Parliament rather than merely advisory. On balance, I think that increased governmental instability is too high a price to pay for the possible benefits.I like the idea put forward some time ago, by I think @Danllan ,of 20% of the seats being up for grabs every year.
This would make the direction of the ongoing business of the day more relevant to the process.
Also. There would be a smaller and more concentrated group of probably more qualified and relevent candidates chasing seats.
