First one 11/06/15 a warning about sheep stolen in Somerset.

Over the last few weeks Avon and Somerset Police have experienced large amounts of Sheep being stolen from fields in the Highbridge, South Petherton and Langport areas of Somerset.

A cattle Lorry was stolen but was later found burnt out, a Ivor Williams 12ft Trailer DD12 complete with sheep decks has been stolen in the Somerset area and is believed being used in the theft of sheep.

Farms are asked to be aware of these incidents and check your livestock on a regular basis.

Anyone able to offer information regarding the thefts or whereabouts of the sheep and trailer is asked to please contact PC/4783/Karen Pattison at Chard Police Station 01823 363913.

10/07/15 Bullocks stolen Bodmin / Helland area, Cornwall.

Police received a report of the theft of cows from a farm between Bodmin and Helland overnight on the 4th July 2015.

12 x 15month old Angus and 9 x calf cows aged 3-4 years were removed/stolen.

Farms are asked to be aware of this theft and be vigilant of any suspicious vehicles in the area.

Report any suspicious activity you may see to police, dialling 999 if offenders are still in the area at the time of your call.

Try to note descriptions of any persons or vehicle/colour/modeland registration numbers .

Police have received reports of Cold Callers offering to tarmac driveways.

Five or Six males are targeting areas where contractor Cormac have been carrying out repair works. These males have no link to the contractor in any way.

Work offered by cold callers can often be expensive and of poor quality. Always seek a second opinion from a family member or trusted neighbour before agreeing to have any work at your home carried out.

They are described as a group of 5 or 6 white males and 1 Eastern European male all wearing high viz jackets or vests

Any vehicles used are sign written "Highway Maintenance".

If you are contacted by persons offering to resurface your drive please call the police via the 999 no: so officers can attend and check identification / authentication. Thank you

We would like to make horse owners aware that we have received a report of a horse's mane being plaited and electrical tape found wrapped around part of the field gate in Moditonham, Saltash.

We ask owners to check horses on a regular basis.

Devon and Cornwall Police have received reports relating to a professionally run national scam. This has led to many vulnerable people, who are often elderly, being ruthlessly defrauded out of thousands of pounds. There have been a considerable number of victims nationwide, including many locally in the Devon and Cornwall area. The average age of victim appears to be 70 years old, with losses ranging between £4000 - £100 000+.


The offenders call unsuspecting victims pretending to be an official body, such as the police or bank. At present the common theme is for the caller to claim to be a Metropolitan police detective. The offenders then convince the victim that there has been some form of fraudulent activity with their bank account. They sometimes claim to have someone in police custody who was found with the victims bank details, or that their account has, or is being used, to withdraw substantial sums of money. The caller requests bank account details, PIN numbers and other details as a matter of urgency to prevent further substantial losses.

The caller often invites the victim to hang up the phone and call their bank or local police to confirm events. What the victim is unaware of is that the caller has maintained an open phone line, so on re-dialling the victim is actually connected to and conversing with the same offenders throughout the whole process. Once having attained all bank details the caller eventually tries to convince the victim to package their bank cards, seal them in an envelope and wait for a courier to arrive and collect. On occasion the caller also convinces the victim to visit their bank and withdraw substantial sums of cash from their accounts and await further instructions; usually involving a courier as described. The offenders sound professional, use decoding electronic devices as part of the process and even have automated messages and background music if on hold; it is a sophisticated and well planned operation which gives the impression of being genuine.

Farmers are being warned to be extremely wary of any suspicious calls, texts or emails as fraudsters specifically target the agricultural sector when EU grants begin to arrive in bank accounts this month. From December farmers start to receive funds from the Basic Payment Scheme (BPS). Information about these payments is publically available meaning criminals are able to target directly victims and make their approaches appear more convincing. Be very wary of any phone calls, texts or emails asking for personal or financial information or to transfer money to another account. If you receive such a call hang up, wait 5 minutes and ring your bank to alert them of this scam using a phone number that you trust. Never disclose your 4 digit card PIN to anyone including the bank or police. Never disclose your password or online banking codes. Never disclose personal details unless you are certain you know who you are talking to. Thank you.

We have been made aware of the following scam.

Persons cold call residents by telephone telling the resident that they have been placed in the wrong council tax bracket for a number of years and are entitled to a rebate. The resident is told that in order to receive the rebate they will need to pay an administration fee in advance. The payment they ask for varies between £60-£350. The resident provides the details and makes the payment, but then is no longer able to make contact with the person they spoke to on the phone.

If you receive a similar call please hand up and do not give your card details.

Officers are investigating a report of theft of a Massey Ferguson tractor 6480 which was parked in a yard in Hatt, Saltash.

The Massey Ferguson tractor 6480 is described as red in colour and had a registration of VX45JUO.

The yard was entered by forcing a lock. This was stolen sometime between 10:00 and 14:00 on Monday 21 March 2016.

Police have received a report of a letter purporting to be from the People's postcode Lottery.

The letter sent to a resident in Torrington told of them winning an substantial amount and gave Serial numbers to tickets bearing their name and giving contact details.

If you are a member of the Peoples Postcode Lottery, Do Not Be Fooled

If you receive such a letter, there are indications on the letter that do show it is a scam.

Do not ring any of the numbers given on the letter or give any personal, banking or card details.

If you are unsure as to the authenticity to letters of this nature, go to your local Police Station for assistance in confirming a scam. Thank you

Latest scam reported by the crimeline - assume it is not just Cornwall receiving these calls so please be aware:( @llamedos

We have received reports from residents in Cornwall of persons cold calling by telephone stating that they are from the department of work and pensions and give a story along the lines of money being owed or a variation of this, they ask the resident for personal details such as national insurance numbers etc. They have been forceful in their manner.

This is a scam. Please do not give out any personal information to any cold caller and hang up on any similar calls. Please inform neighbours of this.

MODERN SLAVERY: A BRIEFING FOR THE AGRICULTURAL SECTOR (FARMING, CEREAL AND LIVESTOCK)

Modern slavery can take many forms including the trafficking of people

forced labour, servitude and slavery. Recent statistics show that 27% of potential victims are trafficked into labour exploitation.

Traffickers and illegal/unlicensed gangmasters target a range of industries including those involved in the agricultural sector. HOW YOUR INDUSTRY IS AFFECTED With 13%

of the 464,000 people employed on agricultural holdings being seasonal or casual workers, farms could find themselves targeted by unscrupulous gangmasters who may be offering a ready supply of labour at knocked down rates.

In 2013, 18% of potential forced labour victims referred to services came from the agriculture and food sector (8% food processing, 10% agriculture). While the numbers coming to light are small (129 victims in 2013), slavery’s hidden nature means actual numbers are likely to be much higher.

MAKE-UP OF MODERN SLAVERY VICTIMS IN THE AGRICULTURAL SECTOR

Anyone can become a victim of modern slavery. However, victims of this crime in the agricultural sector are often Eastern European men and women who are promised a job in the UK by traffickers who then force them to work in fields or in food processing factories for little or no money. Through threat, violence or coercion they may be forced to live in squalid accommodation and have their identity documents taken from them.

Signs to spot an illegal gangmaster – Check to see if they are licensed with the Gangmasters Licensing Authority as a labour provider gla.gov.uk –
Can they provide you with a licence number?
– Are they prepared to give you a Service Level Agreement to provide you with a clear understanding and documentation of who is responsible for all elements of your workers’ welfare?
– Does it sound like they are over promising? Are they offering workers at a knocked down rate or saying they can fulfil X much productivity in less time than you would reasonably expect?
– Do they carry their ‘workers’ identification?
– Do they transport their ‘workers’ en-mass?

ENSURE YOU ARE MAKING THE FOLLOWING CHECKS TO PROTECT WORKERS:
Contract Check that all staff, including agency workers, have a written contract of employment and that they have not had to pay any direct or indirect fees to obtain work.

Right to work Make sure staff are legally able to work in the UK. Does the recruitment agency provide assurance that the appropriate checks have been made on the person they are supplying?

Shared occupancy Check the names and addresses of those working for you. If you have a number of people listing the same address it may indicate high shared occupancy, often a factor for those being exploited.

Statutory rights
Make sure your workers know their statutory rights including sick pay, holiday pay and any other benefits they may be entitled to. Assess quotes and fees Use indicative pricing statistics to assess quotations and fees from agencies offering or charging suspiciously low rates.

SIGNS TO SPOT POTENTIAL VICTIMS
Legal documents Is the person in possession of their legal documents (passport, identification and their own bank account details) or are these being held by someone else? Victims will often be forced to use false or forged identity documents.

Pay Are there a group of workers who have their wages paid into the same bank account? This may be sign of the illegal gangmaster collecting all their wages. Are they having wages taken off them for accommodation, food or to repay supposed debt?

Transport
Are a group of workers dropped off or picked up at unusual times of the day, are they all taken to the same property?

Appearance Does the person look malnourished, unkempt, or appear withdrawn? Are they suffering physical injuries? Do they have few personal possessions and often wear the same clothes? What clothes they do wear may not be suitable for their work.

Behaviour Is the person withdrawn or appear frightened, unable to answer questions directed at them or speak for themselves and/or an accompanying third party speaks for them? If they do speak, are they inconsistent in the information they provide, including basic facts such as the address where they live? Do they appear under the control/influence of others and rarely interact with colleagues?

Medical care Does the person have old or serious untreated injuries? Have they delayed seeing a healthcare professional, and are they vague, reluctant or inconsistent in explaining how the injury occurred? Fear of authorities Is the person afraid of the authorities (police, immigration, the tax office)? Are they scared of removal or what might happen to their families?

Debt bondage Does the victim perceive themselves to be in debt to someone else or in a situation of dependence?

Residents are asked to exercise caution when receiving calls purported to be from your or another Bank: Police received a report of a member of the public being phoned by a Bank to report £400 had been stolen from their account. The caller stated they would receive £400 on top of the recovered monies providing they first withdrew £2000 and purchased £2000 of iTUNE Gift Cards. The caller even told them to tell shop or bank staff “It’s presents for the grandchildren” They were told another person would call back requesting the serial numbers of the iTUNE cards and also to scratch off the foil on the rear to reveal a smaller number. Both sets of numbers would then allow the caller to purchase goods to the value of £2000. The phone number used was 01424758899, which is registered to Hastings in Sussex, both the callers were described as female and very polite and convincing. We would ask Recipients of Community Messaging to tell your more elderly and vulnerable neighbours about this message Report any similar incidents to Action Fraud on 0300 123 2040, or online at www.actionfraud.police.uk Thank you

A new scam has recently been bought to our attention which is very easy to catch people out. A very realistic email is received, which purports to be from the Police and is headed up ‘Notice of Intended Prosecution (NIP)’. It will go on to give brief details about a speeding violation or some other traffic offence and will ask you to click on a link to access the full details. If you are sure that you or another family member are not involved, then DO NOT CLICK on the link. The link will probably infect your computer with malware. Even if you are uncertain about the stated violation it is better to check first by contacting the Police independently, via 101 or email, quoting the references given in the original scam email, to get confirmation. Suspected scams should be reported using the www.actionfraud.police.uk site which has an easy to follow reporting link and you will also be able to forward the scam email.
