did Gove just announce the UK Govt will impose import tariffs to protect British farmers?

I thought that was one of the justifications for no-deal Brexit as championed by Rees-Mogg et al that we would have the freedom to lower tariffs on food imported from outside the EU and reduce the cost of everyone's weekly shop

now Gove has just made a statement saying this won't happen, unless I misheard? and to be fair I do have three televisions on at the same time, but I think I heard that right?
 
Saw it a news website but can't remember which. Says the government wants zero tariff on imported goods to keep costs down but will use all available methods to make sure uk farmers don't lose out. What the hell that means I don't have a clue

Tariffs on goods from the European Union. No mention about from countries Liam Fox has already agreed future trade deals with.

In a hard-hitting report, he urges Mrs May to spend less time bartering with Brussels and focus on countries who can deliver cheaper food and clothing — such as the US, India, China and Brazil.

In the report, backed by 60 MPs, Mr Rees-Mogg says removing tariffs on imported food would produce an instant benefit for Britain’s poorest.

Mr Rees-Mogg, tipped as a future Tory leader, said: “Brexit is a great opportunity for the UK to build a new independent trade policy that delivers jobs, cheaper food and clothing — an immediate Brexit dividend for the British people.

I'd be inclined to think that the whole thing is a bluff to pressure the EU into compromising on the deal - i.e. "if you don't play ball then we'll make it hard for you to sell your produce here..."

On the South West BBC politics show 2 weeks ago Farming Minister George Eustice was asked exactly this question, he confirmed that in a no deal Brexit they would certainly need to protect Beef and Sheep sectors with Tariffs. The presenter was well informed and said this would mean tariffs on UK exports (legally you have to put tariffs on products both ways) and this would create difficulty for sheep producers who relied on exports to keep the price up (remember F & M 2001 anyone). The minister replied it would be difficult for the lamb market and he expected by quarter 3 2019 to need to bring in compensatory payments!

I must say I was surprised by the admission on compensatory payments.
