Discarded dog sh!t bags, solutions please?

I had a day trip out recently, I walked up the sugar loaf mountain in wales, It was amazingly disgusting for the first half a mile, bags of dog sh!t everywhere, must have been 70 to a hundred bags at least . Quite a few people are lazy and revolting, thats how they treat a beauty spot let alone their backyard dog walks routes.

Because they think its in a bag ,the magic poo fairies will take it away.
Anybody that can't be bothered to take the bags away or home , shouldn't have a dog ,,just simple bone idleness
