I have a problem, that if water consumption drops, the dosatron stops working and they don't get any water until you switch it on and off. Is this common and Will a service kit fix this?

If it's electric and that happens I'd consider running it on an interval timer just to keep it going. It it's mechanical it sounds like a low water pressure problem.

Dosatrons have evolved over the last 25 years I have been using them.
Depending on which one they are could be all sorts of things, but lets think its just the basic 100- 1 fixed percentage.
I have had the problem of water bypassing the piston in the cylinder at low flow rates. A new piston solved the problem. Recent problem was one of the (two) valves breaking off, no mend for that.
Older ones that you could adjust the percentage usually had a broken spring or the pin holding the mechanism together falling out. Probably no use for your problem. Always need to check that the concentrate is being administered as sometimes the valve in the stem fails and it can be clicking away merrily but nothing being sucked up.

If you open the bypass and then close it the force of water restarts it.

We have a booster pump so I think the water pressure is 2 bar, which I should be ample.

I have suffered similar and it was due to water pressure issue, if you haven't already solved this issue give your water pressure a check over, potentially add a pressure gauge on the incoming to the dosatron.
