Drilling Deep under a mulch

Just watched Miguel Altieri's video on the Quivera Coalition website. (Very good, well worth a watch) He quickly spoke about farmers drilling into a rolled cover crop mulch and drilling deeper as there is a 2cm alleopathic layer under mulch. Wondering if that could be some of our problem drilling crops into a mulch of wheat straw
that we are not drilling deep enough. I know hairpinning is another problem. Any thoughts? Should we be planting rape 2cms deeper?
