NO. As you haven't passed a test you would need someone with a valid D/L beside you.
Thats not totally correct. You could drive a tractor but will be limited to the size of trailer you can tow. You dont need to be accompanied

Been discussed here before

does anyone know where i can read full restrictions as for tractor size weight limit ect but not for 16 yr olds like i said im 29 and theres nothing on it anywhere that i can find

i would be insured as a learner.

My understanding is that you can only drive a tractor with L plates to and from a test?

You don't have a license for any vehicle so I can't see that driving a car on your own or tractor and trailer on your own would be legal in any way shape or form.

In this day and age insurance companies are very very hot on the finer details of the law and claims, they may throw one out if the driver is involved in an accident and he isn't even licensed.

Your age is largely irrelevant- you don't have any valid driving license.

What age can you drive a tractor on the road? ... You can drive a tractor to and from the driving test appointment, but you can't practise on the road. At 17, however, you can drive any tractor unaccompanied on the road as long as you display L-plates.27 Sept 2011 (copyed from google)

I don't think there is any confusion about this in all honesty. You don't have a license to drive any vehicle on the road. The law is pretty clear on this, you can't drive on the road without an appropriate license for the vehicle in question. No license probably means 6 points these days if you are caught, same as if you have no insurance. What will 6 points do for your driving career if you are disqualified from driving right at the start? Your insurer will love you.

What can you do with a provisional licence?

Once you have passed your theory test, your provisional licence allows you to drive a car. (Tractor in this case) However, this does not mean you can drive wherever you want and in whatever vehicle you choose. The provisional licence comes with certain restrictions which are to be followed until you obtain a full UK driving licence. These are the following restrictions:
  • You must be accompanied by a driver who is over the age of 21 or over
  • The accompanying person must have over three years’ experience with driving and a full driving licence.
  • The accompanying driver must always be in a fit state to drive – for example, they cannot take a person driving if they are intoxicated.
  • You are always required to display an “L” plate in England and Scotland or a “D” plate in Wales, and it must be an official one of the right size. You can get these from petrol stations.
  • You are not allowed to drive on the motorway. However, there is talk of changing this rule despite over half of British drivers not wanting learner drivers on the motorways.
Also:

Sorry but you'll be for the high jump if anything happens or you get caught. You need to pass your car license first then you'll be fine.

I wouldn’t get bogged down in technicalities, common sense would tell you if you haven’t passed a test you shouldn’t be on the road.

I do believe if you're 17 or older and hold a provisional license you can legally drive a tractor unaccompanied on the road providing it's displaying L plates.

It doesn't say you cannot tow a trailer or implement.

Have a look at what @Simon Chiles said in 2015
