DVLA - Help!!

I have a used (2007) JCB Telescopic Handler that has never previously been registered, and despite sending all proof of identity including a certificate of conformity, plus a letter from JCB stating it's year / month of manufacture, some cretin just returns everything with a "Guidence Booklet " about taxing an an "imported car"
This has happened 3 times now so can any one point me in the right direction?

a couple of obvious things , have you supplied payment if you have to pay for the tax you cant get reg doc unless they tax it ? and an insurance certificate for it showing its chassis no ( as you dont have a reg no ) so they can tax it for you ? y
it could it be the Vat they are interested in ? have you supplied them with the invoice you got for it showing the vat as being charged on it when you bought it ? assuming it was bought in the UK . They have a web site called NOVA for importing vehicles that if you import one you have to declare it and the vat on it they may think its imported and without the nova reference you wont get any further.

You have to pay a £55 reg Fee
Proof that Vat has been paid on it - via a NOVA declaration form (try HMRC @ Dover)
Proof of insurance on chassis number (I think)
Maybe an MOT as they will think it is a CAR [emoji594][emoji23]
Plus all the age proofs and CoC you have

I had two attempts and shelved any further attempts.

This was on a 2011 manufactured machine. Despite having all the evidence from Case at the time, getting the NOVA clearance (it was just pre NOVA coming into force) done myself. Had the CoC, photo of VIN plate, letter from Case UK, all the DVSA paperwork completed. Computer just said “no”. Morons the lot of them.

As a “private” business rather than a dealer, I feel you’re on a bit of a hiding. It’s very hit and miss if you find a waster or jobsworth at DVSA.
 
I seem to find with organisations like this that following the official complaints procedure to the letter seems to focus minds the best.

Slightly off topic but I don't know why I bother with doing things correctly anyway. I have a near neighbour of the 'more layabout persuasion' who runs a couple of old cars of the same make and colour. He just repairs them as he goes along switching the number plate between cars depending which is the most serviceable at that point in time. He's never been caught yet, nor likely to be as far as I can see.

We’re having similar issues with a quad bike at the moment.

They keep telling me there is a problem with it’s registration but no one appears to know what the problem is or how to rectify it!

I have spent nearly 40 years arguing with the morons - when the local office was open, one day they insisted a TH needs an MOT - they even rang Swansea and they confirmed it !!! - an hour latter they agreed it did not and said they can not expect to be experts on all Motor Taxation !!
If I ring them they will get Both Barrels !!
There replies just say -- read the Enclosed Documents - in other words - they don't know the answer - or they would reply - saying please send this and that for a us to process your application.
 
There a pack of moron's in swansea I've had problems with the tax on a van with them
The van was taxed for years no problem in the post office
Then the last time I went in to tax it
They couldn't the computer was saying the van didn't exist
It took six months of phonecalls and emails paper work with proof of purchase v5 to get it sorted
