If someone wanted to import some subsoil and topsoil onto his holding , would he have to fill I'm a waste licence , or is it not allowed.?
England !
Few hundred tons to fill a hole .
Thanks for any help in this matter

Just to clarify it's not a hole as such but to extend the yard that falls away so I can turn , please don't say I also need planning consent

More than likely but depends if your likely to be reported. Get a ticket for a few load to cover yourself maybe

Won't they be just fly tipping😉!!

they would need planning permission, and EA licence

We know that you [or someone in your position. . . ] absolutely wouldn't consider taking something that was in anyway contaminated. You wouldn't have it on your back door.
But the EA would assume you are disposing of someone else's 'waste' for purely financial benefit.

I wouldn't be asking for their advice.

to be honest my advice is 30 years old regarding planning when we levelled a series of pits used for marl abstraction 2 centuries ago. I understand there is a fine line about agricultural permitted development and filling holes.
The big issue is that builders tend to regard anything they cannot use as good topsoil , which will include bricks fallen in the mud spare concrete /mortar etc at the end of the day, broken paving slabs etc. That is fine for filling subsoil but when it includes plastic waste etc. you risk getting a call from the EA when the neighbour complains

Pretty sure its a very basic form filling exercise as far as the EA is concerned. They shouldn't have a problem with it at all with the relevant form filled in. I think the very basic one limits you to 1000t over a specified period of time. Planning might be a different matter but I’d just crack on & plead ignorance if it’s just soil. Put in for it after if they really insist.

The one biggest risk is if there is the slightest chance of any asbestos in the soil, and this includes small pieces of corrugated roofing. A situation which was very expensive to a company building a bund at Snetterton race track

There is a new shooting ground a few miles from here, and they imported thousands of tons of soil for bunding around acres of land. Much to the disapproval of the parish council, but they weren't able to find anyone to care much about it. It is still there.
As in all things, maybe it depends upon having friends in the right places 🤷‍♂️.
