After the recording stopped the committee did say it was refreshing and helpful to actually talk to a farmer rather than a representative of an organisation, someone who could say what they thought rather than keep to an official line.
It should happen more (and not just me either).
If nothing useful comes of it at least we tried.
The Rivers Trust held one of the first Reverse Auctions, it was watched by DEFRA and the EA to see if it worked. It was a disaster! So, of course they adopted it and rolled it out to other schemes!You have to love this piece from the document...!
It has found that farmer groups are a great way of encouraging participation in auctions. However, collaboration can also have unintended consequences. For example, farmers from one of the trials worked together to agree and submit the same price which meant there was no difference between any of the bids.
The RSBP was unable to determine between the bids to select a bidder making the auction unsuccessful. Undeterred, it adjusted its auction platform to avoid the risk of collusion, including inserting a ‘tick box’ for bidders to confirm that their bid was made independently.

Hopefully, some farmer feedback will surface here....I ve wondered about farmers views on reverse auctions - as it always seemed to me that this was a way of knocking down payments - it is not working? Difficult to find out such information as organisations dont sing about mistakes.

I thought ELMS was supposed to be a way of delivering public goods whilst continuing to support farmers.I would not bother with one. Potentially hours of work and then get pipped at the post.
Tell me what is on offer and what is wanted, then I can run the numbers, and make an offer or produce a farm scheme, to appeal to the funder.

Reverse auctions make sense if the aim is only to deliver public goods at minimum cost but not if supporting farmers is also a target.
DEFRA need to decide what they're trying to achieve and be open about it.
