Electric fence earth

Should there b current going out through earth rod? Checking fence tis eve and seams to b more power in earth rod than N fence??

There will be current but shouldn't be voltage - the earth is just the counterpoise for the rest, so the current is equal - but the voltage should only be going one way.
My guess is a dry earth and some load or short on the fence?
What readings are you getting?
