Electric trolley tug?

Has anyone made an electric trolley tug? We need something to pull bins, milk tank, caravans etc around the place and new units seem expensive!

we used to use a quad bike for moving caravans about
worked a treat
It was a pity when the bloke who owned it eventually ( after 2 years ) paid his bill for previous repairs to it and I had to give him it back

Sorry, a poor description on my behalf, we only want a small hand controlled job to pull things around. You can buy them with a powered wheel (or two) to go under the hitch, just think that if I could get a scrap, powered wheel chair or something similar we could make one up?
