Have recently made changes by making couple of people redundant.

The foreman / supervisor has no one to supervise now and less responsibility so can I reduce his wages accordingly?

No as it would be constructive dismissal.
I presume you have gone through the correct process for making the others redundant as the process should have included the foreman/supervisor?
 
The simple answer is not immediately without the Supervisors agreement. Possibly through giving them notice of a variation of terms and conditions of employment.

During the process where you were considering reducing the size of the workforce it would have been expected that you considered who actually got made redundant and consulted on the impact on the jobs and the pay of those that remained employed.

If you do proceed, I think that you need advice from someone suitably experienced rather than on an internet forum.

I suggest you might ask yourself whether you want to keep this worker at all in the longer term. If you do then it is even more important to obtain professional advice before you start a discussion. It is unfortunate the issues you raise were not already covered in the initial redundancy process, but it isn’t too late.
Nobody wants a pay cut but there are ways to ease the pain.

You don't make people redundant, you make a post redundant. Sounds like you may want to have a chat to a legal advisor pronto - and certainly before your former employees do.

NFU have some legal bods who will point you in the right direction, but as others have said GET IT RIGHT now from the legal point, else you could get bitten...

Some Local solicitors will have someone clued up on employment law, make sure they are working for you!! ;)
