There's lots of ifs and buts with that legislation - it will be tested in the courts too.

Compulsory purchasing is getting way out of hand as it is.

Bugger that!!! Over here we have the "Public works Act" where by the government and it agencies can compulsorily acquire private land for works of national significance by negotiation. But not for property developers, if they want it , its by negotiation if the owner wants to sell, if not , there is nothing they can do.
