Environment Agency waste exemptions

Does anybody know if you can import waste virgin wood (tree bark, twigs etc) onto a farm, compost it and then spread it on the land, using an EA waste exemption?

I’ve spoken to two people at the EA, am patiently waiting for someone to call me back, have looked at their website and I still don’t know.

I’m not going to do this if it involves expensive permits and paperwork.
