If they are located permanently in one place they are considered permanent so would require planning permission.
It depends I guess on who the jobsworth is ? , A neighbour who you have had run in with for example will probably make an issue of it.
Personally I would buy one, take the stickers off and paint it dark green and put it in place if something is said you can always move it or worst to worst apply for planning , but if you make half an effort to make it blend in its unlikely to be an issue unless you have really rubbed someone up the wrong way.

As a container has no footing it is classed as a mobile shelter. If somebody contests this weld a pair of wheels on it .
It is no different from standing an agricultural trailer in the same position all the time.
We have one that is quite visible from two roads and a well used footpath and have never had any issues from anyone. We have the Broads Authority planning department snooping all the time and so far they have not raised any comments.
Are you in a conservation area or an area of outstanding natural beauty?.

I had a 20' one for a secure machinery store where I used to live. This was in an area of NIMBY's. Never any problem. I did get a nice green one though!
Only pointer is to put down four nice level concrete pads for each corner. This will ensure it sits well & that the doors open & shut perfectly.

Brother in law has one..... uses it for mowers, chainsaws and "stuff". Very secure, very solid and a nice shade of green that makes it near invisible..... bit like the pole barns and the hay shed....:whistle::whistle:

Location has a lot to do with it.............and not having "concerned" neighbours. (y)

A container is not much obstacle to a determined thief with a Stihl-saw either, but you may as well live in jail if you are going to constantly worry about it.
Best you can really do, main thing is to hope it looks harder to crack than the neighbour's.
