not at all a trick question...more an ethical debateTo be fair on India, they were seeming keen to relax restrictions on oil when the hint of some cheap gear arose. Im not going through the entire tender document, but experience of farm tenders where the highest offer needs not be taken, a quick phone call once prices are in might be in order.
