Foot foul & lameness

Having trouble with a lot of foot foul at the moment. Mainly fresh heifers after a few weeks of coming into the herd. Footbathed Daily alternating between copper & formalin.
auto scrapers running 7x a day, anyone else have this problem ? Cause & preventions please…

Where are the heifers coming from before joining the herd?

Have had an issue with foul in the past where youngstock were grazing rough ground during a very dry spell, the sharp stony ground was making small cuts on their feet, which was letting the foul in.

Are they skipping through the bath with been fresh and not used to it blast the feet with a hose in the parlour first so there clean will help if there just going through it at pace

Are they housed or grazing post calving?

If housed then they could be getting bullied and not lying down enough. Causing in inflammation from poor circulation leading to the fouls. Lowering stocking rate or grouping them separately could solve it.
