Yes, I think they call it electrolysis. Looking from the coolant side the holes are perfectly formed, like they were drilled.
 
The porous block syndrome was caused by vibrations from the engine causing cavitation of the engine coolant inside the water jacket. These bubbles exploded on contact with the inside walls of the water jacket, each time pitting the surface, eventually the pitting would break through the walls, giving you the porous block.
Ford strengthened the block with Ribbs (ribbed block engine) which partly aleveated the problem by damping down the vibrations through the engine. The porous block syndrome was only cured once chemists got involved and produced an additive for the coolant to stop the cavitation. The 3 and 6 cylinder engines weren't as prone (but not immune) to the porous block, as the frequency of the vibrations was different to the 4 cylinder engines.
