I’ve always been led to believe anybody operating a master fork-lift, telescopic, pivot steer etc had to of passed the various tests?

Talking to a local landscaping construction outfit about doing a job for us and I asked about operator competence etc and they said it’s not required.

Legally no they don’t unless they require a DVLA licence to travel on the road.
However they should be able to show evidence of training and competence. You are quite within your rights to insist that anyone operating on your premises can provide documentary evidence of such competence.
Without evidence of competence any employer and employee will be in a difficult place if there is an accident

This. If you have a test it’s easier to prove training if sh*t happens but no legal requirement.
