What is a garnishee application against farm subsidies?

I really do not know, I would speak with FCN or similar as soon as possible, do not ignore it.

As above, try to come to an agreement, but do not get yourself further in dept, please take professional advice, as said earlier FCN would be able to point you in the right direction.

At this stage I would suggest that you would be well advised to pay for professional advice as your debt will grow once others get involved to get money out of you.

@llamedos has suggested FCN (Farm Community Network) as a first port of call. They are a charity and advice is free. They may also have access to subsidised legal advice.

A writ of garnishee (or Garnishment) by a creditor will put a charge on an asset a debtor intends to receive, be it BPS or auction sales of livestock. The Writ has to cover the whole cost of the debt plus its collection fees.
To action such a writ, the debt will first need to be established by the Courts and remain unpaid.
