don't know how bad it is but had a builder working and had my mothers car and brothers cars covered in lime and cement dust , would not wash off , used vinegar in spray bottle and did a panel at a time working fast not to strip the paint or waxes of the paint work . Hydrochloric acid (patio cleaner) also works but I would not like to try it car paint work , also not good stuff to work with.

Motorised chisel, keep soaking the concrete, with a diluted brick acid solution, dont try to take it off in one go,kust take it steady and rinse regularly with clean water ,no rubbing
