I'll bet the meeting them went on to discuss the usual. Potholes in the road and dog sh!t in plastic bags 🤣
I suspect it was a lot more political and personal than that! I must admit, the ability to chuck someone out of a Zoom PC meeting does make it rather undemocratic, assuming that;s what happened.. Was the Parish Clerk who was kicked out, for daring to point the rules out, or the Chair??!!!

The part that really amuses me is that the infamous Jackie works for the local association of parish councils whose job is to advise councils on keeping within the law amongst other functions. yet doesn't answer the question of are you a clerk or the proper officer (clerk is purely a person taking the minutes) the proper officer is the person who ensures that the council is operating within the law. She then excludes the chairman despite having no power to do so and then tries to elect an alternative chair despite rules clearly stating that the vice chair automatically takes over.
It appears that the council has had a history of infighting, and has probably asked for help from the local association of councils, unfortunately it appears that the help is rather biased.
The whole thing makes local government look terrible and people really ought to behave rather better in public.

My wife was for twenty years the Monitoring Officer for the Local District Council, who are the responsible body to oversee the running and democratic accountability of Parish Councils. I can tell you this is not uncommon. My wife had some very nasty as well as bemusing moments.

Hindsight, very illuminating and informative post from you, I was already aware as a former Parish Council Chairman of how the law stands, but so many making comments on the wider media haven't got a clue. Yes it is the monitoring officer at the District Council who has the powers to sort out disputes such as this one not a person from the county association of local councils.

All this reinforces my total lack of desire to have anything to do with Parish Council despite my being quite community spirited and being very involved in other committees etc.
I joined ours as I farm on urban fringe.
Meant I could explain and stop complaints about farming practices.
Had to educate them about hedge laying and coppicing for examples as got tired of complaints to council I was destroying ot removing hedges...

When I was on the parish council, we had a female clerk that used to think she was running the show, despite being just the unelected clerk. The chairman at the time used to look up to her and dote on every word, with the two of them trying to influence all the decisions .

Thats fairly typical, town clerks are the worst as the power goes to their heads very quickly. Many fail to grasp that they are there to follow the directions of the elected cllrs, and their own opinions are irrelevant. Our own dear clerk tells me that the conferences organised by the society of local council clerks are an eye opener, it takes at least two years to even be acknowledged by your superiors and then everything is based on how large your councils budget is and how many staff you have, she says that people walk up to you look at your name badge and directly ask these questions, if your answer is fairly low on either score you are deemed to be not worth engaging in further conversation. She laughs when I describe the County Clerks gatherings as coven meetings.

In regard to the chairman and clerk doting on each other, the closest relationship in a council is between the chair and the clerk, if that goes wrong it is usually tin helmet time.

At the end of the day though there is zero pleasure these days in being either a cllr or a clerk, social media and email has made the job nigh on impossible, I'm finishing in May after 20 years, I just can't take the crap on the village facebook page any longer, we as cllrs have to declare our address, employment, property etc, but the administrators of the facebook page can slag us off anonymously. Our clerk is bombarded with angry emails continually, its no wonder there is a continual turnover of clerks, 2 years is a long time in post for a clerk these days.

I only stuck it for about two years. Plenty of vacancies at the moment as the moaners won’t put themselves forward .
Same with the village hall committee here. No one wants the job or hassle any more. Shame as we have a very good village hall, built with lottery money in millennium year.
Not even a football team now, despite modern changing rooms compared to the wooden hut we used to change in .
