Hedgerows and boundaries scheme - hedgelaying, capital works

BN5 - hedgerow laying. Specifications: S4 - remove old fencing and wire.

What do you understand this to refer to? I assume it means any old wire in the hedgerow as opposed to a serviceable fence alongside the hedge. If it does refer to a serviceable fence alongside the hedgerow - how far away does it need to be before it it is deemed not to be associated to the the hedgerow?
Does anyone know the definitive answer before I have to resort to asking DEFRA?

Done some last year that we have been paid for, i understood it as old wire entangled in the hedge itself and thats all i took out. Wouldnt make sense to take a stock proof fence down as you are required to put a fence up to keep stock off once the hedge is layed. Not a definitive answer but what i done and got paid for. Just take plenty if photos and job will be right.
