Exactly the same for me!I had this once, I was convinced I’d missed something. Used pullers and such to no avail. After advice on here I put the nut back on leaving room and a few swift whacks with my knees pulling the wheel up and to my amazement it came off easy. That was just my experience though…
That is why you put the nut on for a few threads. Very common to smack yourself in the face with them when they do come free. Some steering wheels are crazy tight, know someone who had a big cut across his nose where a Fendt one came off with the pullers and cracked him
And bruise the threads friend of mine did thatPut the nut on all but a mm or two, knees under the steering wheel and twot the nut with a decent hammer.
depends what your penetrating and what type of fluid you useas a last resort I once got the mig out and fitted a spot of weld onto the outer boss and wheel virtually fell off.
It's a tapered shaft so don't waste your time with penetrating fluid.
I'm convinced penetrating fluid is the most pointless idea ever. Has it ever actually worked for anyone?

Well if you have to hit it that hard I guess some bruised threads are easily sorted. And bruise the threads friend of mine did that
