Looking for some help. Is this a horse drawn scuffle / hoe and who was the manufacturer? Any other information regarding it will be gratefully received.

IH were formed in 1902. These types of tool were commonly pulled a by tractor drawbar up till the 1960’s . I have driven one myself with 3 behind hoeing kale in the early 60’s
so I would guess yes very likely International Harvester. Who were later taken over by Tennecco than sold out to Case who merged with New Holland
Would these not have been made up by the local blacksmith, using components supplied by a manufacturer? Here's an advert, but no price mentioned, possibly for this reason? Source CGA Price Book 1923.
Where are you? a good start would be local manufacturers in your area , mostly simple machines weren't expensive enough to ship very far. International would be IH within a "C" for Company let into the casting rather than raised letters.
Thanks to everyone above for their input. I am in Staffordshire and will see what local blacksmiths / manufacturers were in the area. I'll post my findings..........
